Especially if range amps widened the angle of scan - You might see something *other* than bricked gallente logi's. However the downside is that you'd see cal-scouts start running scanners too. But a Cal Scout wouldn't get any more benefit than a Cal Logi, due to the active scanner not being affected by the suit's base scan precision and the Cal Scout skill only impacting passive scan precision. You'd still have to determine whether the Precision Enhancement skill would affect scanners--since it's a level playing field with the Profile Dampening skill, it could go either way--but otherwise the only thing affecting it would be the number of precision enhancers you could fit.
It's a reasonable idea. The scout suit should be in a war against the active scanner, to the point where the most heavily modified active scanner at each level beats the most heavily modified, uncloaked scout at the same level and the most heavily modified, cloaked scout of the level below it. I don't see a good way of balancing that battle without allowing logis to mod scanners--otherwise you'll either have scanners that are too powerful against unmodded scouts, or modded scouts that are too powerful against scanners.
There should also be a single prototype scanner with significant downside that can scan even the most heavily modded, cloaked scout at the prototype level. Note that I say significant downside. It's the trump card, so it should be rare enough that players are careful about when they play it. I could get on board with a cloak variant that makes scouts impossible to scan even by the most powerful, modded scanners, but it would also have to have significant downside--the trump card in a battle always has to have a major weakness. I think it's easier to build a balancing weakness into a scanner.
